Scope: "The Congressional Record began publication in 1873. Printed by the Government Printing Office, it is the fourth and final series of publications containing the debates of Congress. (It was preceded by the Annals of Congress, Register of Debates, and Congressional Globe.) The Record is far more comprehensive than its predecessors in reporting Congressional debates. Appendixes appear in most volumes, the earlier ones limited mainly to speeches of members." Library of Congress American Memory Website

1783-1920 - the indexes to the Congressional Record are at the beginning of  
                      the microfilm reels located at Microfilm J 11 R399
                      The indexes refer you to page numbers of the Congressional Record.
                      The indexes also give references to Senate and House bills.      

1921-1993 - the indexes are in the Congressional Record Appendix and 
                    Index  Micro Reference J 11 R3992 (a print publication.
