United States Statutes at Large is legal and permanent evidence of all
the laws enacted during each session of Congress . It also contains
concurrent resolutions, reorganization plans, proposed and ratified amendments
to the Constitution, and proclamations by the President.

American Memory website. It can be searched by subject.
The microfiche collection which includes v.1-v.77A(1789-1963) has a subject
index starting with v.5 (24th - 8th Congress, 1835-1845). It is at the end
of each volume. An individual index was introduced with v. 65 (82nd Congress,
1951), and v.105 (102nd Congress, 1991) introduced a popular name index.
V.78 -114 (88th-106th Congress, 1964-2000) are available in print in the
General Collection KF 50 A3.
V. 1 - v.111 (1789 -1997) are available full-text on the World Wide Web
LexisNexis Congressional. Search them by putting in the
Public Law number.
